What serverHold Actually Means
The serverHold status is imposed at the registry level and completely excludes the domain from the name resolution system, no matter how correctly the service infrastructure is configured. It is a formal registry action applied under defined policy or compliance conditions.
The .me domain is Montenegro's country code TLD, but it has been commercialized around its generic meaning. Identity Digital handles the backend registry, but the business is managed by doMEn, a Montenegro-based venture backed by Afilias and GoDaddy. Because .me technically belongs to Montenegro and is administered under national policy, its rules are set by the Government of Montenegro and its appointed operator, not by ICANN.

The .me registry had a partnership with Telegram, making t.me the shortlink domain of record for Telegram. A partnership between a platform with over a billion monthly users and a registry whose ultimate authority is a small Balkan government that, as recently as May 2026, was demanding a bigger share of ccTLD revenues and planning to grab much greater state control.
Translation: Telegram handed its entire distribution layer to a counterparty that was actively renegotiating its own governance structure, and nobody put a backup plan in the product roadmap.

Law enforcement or court orders can compel a registry to place domains on serverHold. A registry error under external pressure is another possibility. The third is a deliberate regulatory action not yet publicly announced, which should concern you most.

Watch whether Telegram activates a backup domain strategy in the next 48 hours. Watch whether a statement materializes from Montenegro or any regulatory body. Watch whether the suspension is lifted quietly with no explanation, which signals pressure rather than process.
If you are shipping a consumer product with a single primary domain and no fallback distribution layer, the question is not whether this can happen to you. The question is which registry has authority over your version of t.me, and whether you have ever read the governance rules for that ccTLD.
